On behalf of our client, a leading company specializing in the design, construction, and supply of intelligent connected lighting systems for public and private infrastructures (roads, tunnels, squares, pedestrian areas, parks, outdoor, and indoor spaces, sports facilities, etc.), we are currently seeking for a Bid Officer/Manager to join the Public Sector Projects team.

 

Role Purpose:

The Bid Officer/Manager is a key member of the Project Support Team (PST), actively contributing to the successful preparation, submission, and follow-up of bids for projects, with a focus on public sector tenders. The role provides both administrative and advisory support during pre- and post-award phases, ensuring compliance with legal frameworks and completeness of all bid and contract documentation.

 

Key Responsibilities:

Analyze tender documents, including terms, deadlines, required documentation, and technical/financial criteria.

Collect, update, and archive company legal and authorization documents.

Prepare and submit complete tender dossiers in full compliance with Law 4412/2016.

Organize and track communication with contracting authorities, partners, and stakeholders.

Monitor the National Electronic Public Procurement System (ESIDIS) and other sources for tender updates, clarifications, and minutes.

Prepare documentation for provisional contractor designation.

Coordinate the contract signing process (drafting, scheduling, signature collection).

Support the development of contractual annexes (e.g., pledges, escrow arrangements).

Assist in extracting contractual obligations from the signed agreements.

Contribute to the preparation of project initiation documentation (e.g., Project Handbook, Project Charter).

Provide assistance in drafting back-to-back agreements (e.g., subcontracting, outsourcing).

 

Required Qualifications:

University degree in Administration, Law, Economics, or Engineering (or related field).

Minimum 2 years of experience in a similar position handling public procurement processes.

 

Excellent knowledge of the Greek public procurement legal framework (Law 4412/2016).

Strong proficiency in MS Office, document management systems, and ESIDIS.

Excellent organizational and time management skills, with the ability to meet strict deadlines.

Strong communication, collaboration, and confidentiality skills.

Desirable: Familiarity with GDPR and basic legal principles of public procurement.

Desirable: Experience in legal support for objections or legal interventions.
