Tendering & Contracts Manager (On-site)

About the company

A well-established engineering consultancy based in Thessaloniki with a broad portfolio of public works, infrastructure studies, and technical services. The Tendering Department manages the full lifecycle of public procurement — from tender preparation through to contract award and execution — across works, studies, services, and supplies. The team works closely with technical departments and engages directly with contracting authorities and managing bodies. This hire responds to growing activity in ESPA-funded and public infrastructure projects.

The role

You'll handle the end-to-end procurement process for public contracts — preparing tender files, navigating the ESPPCS platform, managing contract award and finalization stages, and supporting the execution of active contracts. In practice, this means being the person who knows Law 4412/2016 well enough to catch problems before they become delays, and who can coordinate with engineers, lawyers, and public authorities without losing track of deadlines.

What you will bring

• Degree in Engineering or a related technical/legal/economic field
• 3+ years of professional experience, with proven experience specifically in public procurement procedures under Law 4412/2016 — covering works, studies, services, and supplies
• Direct experience in contract award and finalization stages, not just tender submission
• Good working knowledge of public procurement legislation; able to apply it, not just cite it
• Experience managing the execution phase of public contracts — tracking obligations, managing deviations, liaising with contracting authorities
• Good command of English — reading EU procurement directives, communicating with co-financed project managing authorities
• Solid computer literacy; comfortable working across document management systems and public sector platforms

Nice to have

• Experience drafting tender documents — notices, budgets, technical specs 
• Working knowledge of the Estimated Fees Regulation (GG B' 2519/2017) 
• Hands-on experience with ESPA-funded projects and co-financed programme management 
• Background in public infrastructure projects — design, management, or supervision side 
• PPP or concession contract experience MSc in a relevant field Holder of a study/design license
